Preserving Colfax, Ca: A Mission to Honor Our Past and Build Our Future

Preserving Colfax: A Mission to Honor Our Past and Build Our Future

Colfax, California, is a town deeply rooted in history. From its pivotal role in the Gold Rush era to its status as a key junction for the Central Pacific Railroad, our community has a rich legacy that deserves recognition and preservation. At the Historic Colfax Downtown Association (HCDA), our mission is to honor this past while ensuring a thriving future for generations to come.

Why Historic Preservation Matters

Preserving historic buildings and districts isn’t just about nostalgia; it’s about community identity, economic opportunity, and sustainability. A well-preserved downtown enhances the character of a city, attracts tourism, and provides financial incentives for property owners. Here’s why historic designation is crucial:

βœ… Financial Incentives – Properties designated as historic can qualify for tax credits, grants, and funding opportunities that support restoration and maintenance.

βœ… Flexible Building Codes – The California Historical Building Code provides owners with cost-effective alternatives to modern building regulations, making preservation more attainable.

βœ… Increased Property Value – Historic designation enhances a property’s marketability while maintaining the town’s unique charm.

βœ… Economic Revitalization – A thriving historic downtown encourages business investment, attracts visitors, and fosters a strong sense of community pride.

Our Work at the Historic Colfax Downtown Association

At HCDA, we are dedicated to revitalizing and preserving Downtown Colfax. We believe that through education, community engagement, and proactive restoration efforts, we can make Colfax a landmark destination in the Sierra Foothills.

πŸ•• Time: 5:00 PM
πŸ“ Location: 99 Railroad Street, Colfax, CA

Preserving Historic Spaces

The HCDA is working closely with property owners to restore and maintain Colfax’s historic buildings. We are actively seeking grants and funding to help revitalize key structures, ensuring they remain a vital part of our downtown landscape.

The Story of Rollins Lake, Colfax, CA: A River Reimagined

Before There Was Rollins Lake: The Bear River’s Untamed Past

Before Rollins Lake in Colfax, CA, became a renowned destination for camping, fishing, and water sports, there was only the Bear River, flowing freely through the Sierra Foothills. This river, once known as RΓo de Oso (River of the Bear) by Spanish explorers in 1822, carved through valleys that would later be settled by Gold Rush miners, ranchers, and pioneers seeking opportunity in the rugged Northern California landscape.

During the mid-1800s, the Bear River was a Gold Rush hotspot, where miners flocked in search of fortune and prosperity. They built sluice boxes, tunnels, and small settlements along its banks, leaving behind a lasting imprint of California’s gold-mining history. Some of these tunnels still lie beneath the lakebed today, remnants of an era when Colfax, CA, thrived as a hub for prospectors and pioneers.

🚧 The Construction of Rollins Dam (1963-1965)

By the early 1960s, the Bear River was no longer just a scenic waterwayβ€”it was a strategic resource. The NID, in partnership with EBASCO Services Inc., developed the blueprint for Rollins Dam, an earthen dam standing 228 feet high and stretching 1,840 feet across.

πŸ”¨ Construction Timeline:

βœ” July 1963 – Groundbreaking began on the dam.
βœ” December 1965 – Rollins Dam was completed, permanently altering the Bear River.
βœ” 1966 – The reservoir was officially dedicated to Dr. Jarret Laben Rollins, a prohibition leader and physician who played a significant role in regional water and power development.

The construction of Rollins Lake in Colfax, CA, was a game-changer, providing not just water storage, but also benefits like flood control, irrigation, drinking water, and hydroelectric powerβ€”all as part of the Yuba-Bear Hydroelectric Project, which still supplies energy to homes and businesses today.

πŸ’¦ Rollins Lake Becomes a Recreational Destination

Though Rollins Lake was initially created as a controlled water source, it soon evolved into a recreational paradise. With 26 miles of shoreline and over 900 acres of surface water, it became one of Northern California’s most popular destinations for:

πŸ• Camping – Featuring four major campgrounds (Long Ravine, Orchard Springs, Peninsula, and Greenhorn), attracting visitors year-round.
🎣 Fishing – Home to spotted bass, bluegill, crappie, and trout, making it a hotspot for anglers. Find out more about the fishing.
🚀 Boating & Water Sports – With multiple marinas, boat launches, and rentals, it became a haven for kayakers, wakeboarders, and houseboaters.

Learn more about Rollins Lake Recreation!

πŸ’‘ A Changing Ecosystem

As Rollins Lake filled, the Bear River’s natural habitat was transformed. The area, once dominated by riverbanks and rocky outcroppings, became a thriving lake ecosystem, attracting:

πŸ¦… Bald eagles and ospreys soaring overhead
🦌 Deer grazing along the shoreline
🐟 Diverse fish species thriving beneath the surface

🌲 A Place That Holds More Than Water

Rollins Lake in Colfax, CA, is more than just a body of waterβ€”it’s a river transformed, a valley submerged, and a history waiting to be rediscovered.

It’s a place where progress met wilderness, where miners once panned for gold, and where modern-day adventurers find their own treasuresβ€”on the water, at the campgrounds, and along its scenic shores.

So next time you visit Rollins Lake, whether you’re boating, camping, or casting a fishing line, take a moment to reflect on what lies beneath the surface. The Bear River still flows hereβ€”hidden, but never forgotten.

Colfax Arts Month: Advocating for the Arts & Bringing Creativity to Our Historic Downtown

Colfax, CA: A City Where Arts, Culture & Creativity Thrive

The Historic Colfax Downtown Association (HCDA) is thrilled to announce our efforts to establish April as Arts, Culture & Creativity Month in Colfax, CA! As part of a larger Placer County and statewide initiative, we are working hard to bring more art, music, and cultural events to our historic downtown.

The arts have the power to revitalize communitiesβ€”boosting tourism, supporting local businesses, and strengthening our town’s identity and pride. We are advocating at a city level to gain official recognition and support for Arts Month in Colfax. This is a community effort, and we invite everyone to join us in celebrating and promoting the arts in our town!

Why Colfax Needs to Recognize Arts Month

The Economic & Cultural Impact of the Arts

The arts aren’t just about creativityβ€”they are a driving force for economic growth and tourism. Research from the Arts & Economic Prosperity report by Americans for the Arts shows that:

βœ… The average arts attendee spends $31.47 per event, supporting local businesses like restaurants, retail shops, and hotels.
βœ… One-third (34%) of arts attendees travel from outside the county, spending more than twice as much as local attendees.
βœ… 14.3% of nonlocal arts visitors stay overnight, spending an average of $142.70 per person on lodging.

These statistics highlight the economic potential of investing in the arts. By officially recognizing Arts, Culture & Creativity Month, Colfax can position itself as a regional destination for arts tourism, benefiting both local artists and businesses.

Who are Americans for the Arts and Why is Their Report Important?

Americans for the Arts is a leading national nonprofit organization dedicated to advancing the arts and arts education across the United States. Their Arts & Economic Prosperity report is one of the most comprehensive studies measuring the economic impact of the nonprofit arts and culture sector.

This report is essential because it provides data-driven insights into how arts and cultural organizations contribute to local economies by generating jobs, increasing tourism, and driving business revenue. Read the Arts & Economic Prosperity report.

During our discussions, it became clear that our collective energy is our biggest asset. Whether it’s through organizing events, implementing small improvement projects, or developing strategies to support local businesses, our efforts are laying the groundwork for a stronger, more vibrant community.

Key Takeaways from the Meeting

1. Strengthening Our Downtown Businesses & Keeping Dollars Local

One of the most critical discussions centered on supporting our local businesses and ensuring that more of our spending stays within Colfax. We explored ways to encourage both residents and visitors to shop locally, dine in town, and invest in our community’s economy.

Some ideas included:

  • Collaborating with local high school sports events, such as football games, to keep traffic in town before and after games.
  • Offering exclusive promotions during events to attract more foot traffic.
  • Encouraging partnerships between non-profits and businesses to cross-promote services and products.

Colfax has a unique charm, and by maximizing our strengths, we can keep people engaged, spending, and coming back for more.

Vision of Downtown Colfax CA Gathering Spaces

Revitalizing Downtown Colfax, CA: The Role of Gathering Spaces

At the heart of Colfax, CA, lies a rich history and a deep sense of community that continues to define the town’s identity. With its historic downtown district serving as both a cultural and economic hub, Colfax is now embracing an exciting opportunity to transform its public spaces into welcoming gathering areas for residents and visitors alike.

The City Council of Colfax, led by proactive leaders and organizations, has ignited a project to reimagine outdoor seating and gathering areas in the downtown area. Backed by significant community support, the initiative promises to strengthen connections, bolster local businesses, and create a vibrant, inclusive environment for all.

Downtown Colfax CA: A Vision for Gathering Spaces

The vision for revitalizing downtown Colfax revolves around creating spaces that foster connection, comfort, and community. Caroline McCully, the Mayor Pro Tem of Colfax, has been instrumental in spearheading this project. In addition to her leadership on the City Council, she serves as the President of Colfax Railroad Days, a nonprofit organization. She was able to facilitate a $10,000 grant from Union Pacific Railroad.

To complement this contribution, the City of Colfax has allocated $25,000 in funding, showcasing a strong commitment to enhancing the downtown area. These combined resources will transform existing temporary outdoor seating areasβ€”introduced during the pandemicβ€”into permanent, thoughtfully designed gathering spaces that align with the town’s long-term goals.

Planned features include enhanced seating arrangements, shade structures for comfort, and accessible pathways to ensure inclusivity. Together, these improvements aim to make downtown Colfax a more inviting space for everyone.

Why Gathering Spaces Matter for Downtown Colfax, CA

Gathering spaces have long been recognized as a cornerstone of successful and thriving downtown districts. According to the Project for Public Spaces, communities with thoughtfully designed public areas experience numerous benefits, including:

  • Increased Business Revenue: According to the Project for Public Spaces, outdoor seating and gathering areas can increase revenue for nearby businesses by as much as 30–50%.
  • Community Cohesion: Shared public spaces create opportunities for connection, strengthening social ties among residents.
  • Tourism Growth: Vibrant and welcoming downtown areas attract more visitors, boosting the local economy.
  • Accessibility and Inclusivity: Well-planned spaces accommodate a diverse range of visitors, from families with young children to seniors with mobility challenges.

For Colfax, CA, the introduction of permanent gathering spaces aligns perfectly with its goals of creating a vibrant and functional downtown district that celebrates its historic roots while meeting modern needs.

The Collaborative Approach to Revitalization

The success of downtown revitalization depends on collaboration, and Colfax is leading the way with a united approach. Partnerships between the City of Colfax, local non-profits, and local businesses have been integral to the planning process.

The City Council has prioritized community engagement, ensuring that residents and business owners have a voice in shaping the future of downtown Colfax. Open forums and City Council meetings have provided valuable platforms for feedback, helping to refine plans and address concerns.

Navigating Challenges and Finding Solutions

Every transformative project comes with challenges, and the downtown Colfax revitalization is no exception. While the initiative has been met with enthusiasm, some business owners have expressed concerns about the potential impact on their storefronts or operations. Maintenance responsibilities and the allocation of public versus private spaces have also been topics of discussion.

To address these concerns, the City Council is exploring innovative solutions, such as:

  • Shared Maintenance Agreements: Businesses and community organizations could collaborate on keeping the spaces clean and welcoming.
  • Unified Gathering Areas: Instead of dividing spaces among individual businesses, the project may prioritize creating shared areas that serve the entire downtown community.
  • Flexible Design Features: Plans include accommodating specific business needs, such as signage or the ability to serve alcohol within designated areas.

By keeping the lines of communication open and focusing on the bigger picture, the City of Colfax aims to strike a balance that benefits both businesses and the community.

The Commitment to Downtown Colfax

The revitalization of downtown Colfax is more than just a beautification projectβ€”it’s a commitment to fostering a vibrant, connected, and inclusive community. The City’s $25,000 investment, combined with the $10,000 contribution from Union Pacific Rail Road, reflects a shared vision of a thriving town center.

As the President of the Historic Colfax Downtown Association, I am proud to express our organization’s full support for this transformative project. We recognize its tremendous potential to strengthen community bonds, invigorate downtown Colfax, and drive sustained economic growth. Our mission has always been to preserve and enhance the historic charm of Colfax while fostering a vibrant, connected communityβ€”and this initiative aligns perfectly with those goals.

The Path Forward for Colfax, CA

As plans take shape, excitement is building for the future of downtown Colfax. With community input and collaborative leadership, the gathering spaces project is poised to become a cornerstone of the town’s revitalization.

The Historic Colfax Downtown Association will continue to play an active role in supporting this initiative, ensuring that the project remains aligned with the community’s needs and values. Together, residents, businesses, and local leaders can create a downtown area that serves as a source of pride and inspiration for years to come.
